Tanya Huff once wrote a story set on a planet where printing of books was done on huge rafts on the ocean where the primary source of pulp was sea weed. The female protagonist was a whiz with the equipment and introduced various innovations. Eventually she departed for further adventures ashore.
The story was told by the editor in charge of the ship.
I originally read the story in a serial published in Analog S&F. Later I obtained it in paperback. Unfortunately at our last move after 30 years in one place my wife gave away all her books due to eye problems to a friend of hers who also took all of my books (5,000+) and sold them for pulp. No recovery.
I am looking for the book or series.
Thank you.
